Background

From 1st October 2008, properties marketed as residential lettings will be required, by law, to have an EPC, the provision of which will be the responsibility of the landlord.

The European Union has set a provisional limit of 10 years for the validity of these certificates, although this is likely to be reduced significantly; perhaps even before 1st October 2008.

EMDEA has seen consumer interest in this sector of the EPC market rising significantly over past months. Competition in the marketplace will likely put pressure on rental income from poorly performing properties, which is expected to encourage landlords to implement energy-saving measures within their properties.

In the longer term, landlords who improve their properties, will benefit from a higher energy performance rating when letting the property or, of course, if the investment is sold.

A Domestic Energy Assessor (DEA) looks at all of the ways in which a house or flat can waste energy; such as inadequate loft insulation, lack of cavity wall insulation, draughty windows and obsolete boilers. After the assessment, a rating from A (very good) to G (poor), will be awarded for both energy efficiency and environmental impact.

The EPC also includes information and advice on how to improve matters, such as lagging the water tank or installing double glazing.

Improvements made while the certificate is in force will not need a new survey. If you install a condensing boiler, for instance, it will explain on the certificate what level that will bring you up to, so all you have to do is produce the receipt and you will have an audit trail.

Grants and tax breaks are available to help make energy-saving improvements.

Once tenants get used to EPCs, they will make the connection between a high energy-rating and lower fuel bills and will be more likely to choose an environmentally sound, energy-efficient property to rent.
